Supreme mandate. The preservation of subspace integrity takes precedence over all other regulations. Any detection of Omega molecules requires immediate destruction by any means. Prime Directive and emergency assistance protocols are suspended until the threat is neutralized.

General Order 1 (The Prime Directive)

Absolute non-interference in the natural development of sentient life. This mandate is inviolable, except when secondary to General Order 0. It takes precedence over all local laws, diplomatic agreements, and emergency requests.

General Order 1A (Temporal Protocol)

Prohibition of historical interference and temporal contamination. In cases of conflict with General Order 1, temporal integrity remains the priority to prevent causal collapse.

General Order 2 (Prohibition of Aggression)

Starfleet personnel shall not use unnecessary force. Use of lethal force against sentient life is prohibited unless in immediate, life-critical self-defense.

Commanding Officers are authorized to initiate full vessel evacuation upon the determination of imminent, catastrophic structural failure.

General Order 14 (Local Intervention)

Intervention in local planetary affairs to protect Federation citizens is authorized only upon direct request of a civilian official with the rank of governor or higher, and only if such intervention does not violate General Order 1.

General Order 15 (Flag Officer Security)

No flag officer shall beam into a designated hazardous area without an authorized armed security detail.

General Order 16 (Compromised)

During extraordinary circumstances in which the command structure of a vessel is compromised, the Chief of Security may assume control of a Starfleet vessel.

General Order 17 (Justifiable Means)

In the event of imminent vessel destruction, Commanders may use any justifiable means to save their crew, provided these means do not constitute mass murder or crimes against sentient rights.

General Order 18 (Search and Seizure)

Searches and seizures of property - including electronic records - by Starfleet Security must be based on a narrowly articulated cause.

General Order 19 (Command Succession)

An officer may assume command of a starship only if an imminent threat is detected and no higher-ranking officer is available to mitigate the hazard.

General Order 20 (Genetic Status)
