Starfleet functions as the Federation's military, defensive, and exploratory branch (in a similar fashion to a navy acting as the military branch to the governments of the old nation-states of Earth). Often Starfleet is confused for the United Federation of Planets, while the two terms should not be conflated.
History
The origin of the United Federation of Planets can be traced back to Zefram Cochrane and First Contact between Humans and Vulcans in 2063. During this period, Vulcans, Andorians and Tellarites had tense relations until United Earth sponsored the creation of the Coalition of Planets to foster collaboration and cooperation between the four governments to counter efforts by the Romulan Star Empire to destabilize relations. Relations between the Coalition and the Romulans would lead to war in 2156, but the successful defeat of the Romulans led to the creation of the United Federation of Planets in 2161. Starfleet, the military forces of United Earth, was appropriated to serve as the Federation's defensive, exploratory, and humanitarian armada.The Federation quickly expanded in an era of relative peace until 2256 when the Klingon Empire entered into open conflict with the Federation at the Battle of the Binary Stars. Starfleet was overwhelmed and the Federation nearly destroyed as Klingon forces invaded Federation territory. While peace was restored, tensions continued to fester until intervention by the Organians; nonetheless, major players within both governments feared that war would still come. Further, with contact reestablished between the Federation and the Romulans as well threats from the Gorn, peace throughout the Alpha and Beta Quadrants was frequently at risk.
The multiple Cold Wars facing the United Federation of Planets converged in 2293 with the destruction of the Klingon moon Praxis. The crew of the Starship Enterprise were assigned to escort Klingon Chancellor Gorkon to peace talks, only for Captain James T. Kirk to be framed for his assassination. After being rescued, the crews of the Enterprise and Excelsior were able to uncover a covert plot between dissidents among the Federation, Klingons, and Romulans to incite war. The plot was exposed during the Khitomer Conference, leading to nearly a hundred years of peace.
With peaceful relations between the Federation and Klingons crafted by the Khitomer Accords of 2293, the true tipping point for peace was the loss of the Enterprise in defense of the Klingon colony on Narrendra III from Romulan attack. The Romulans themselves became isolationists following the devastating Tomed Incident, which established the Treaty of Algeron defining the Neutral Zone and banned the Federation from using cloaking technology.
During this era, the Federation's focused its efforts on exploration, but one far less at the frontier than the previous century due to frequent border wars including those with the Cardassians and Tzenkethi; however, the greatest threat was still to come. In 2365, Q arranged the Federation's first contact with the Borg, which led to multiple attempts by the Collective to invade the Federation. Worse, in 2370, the Federation made contact with the Dominion, which led to the Dominion War.
Following the Dominion War, multiple civilizations were admitted to the Federation and the Starship Voyager, lost in the Delta Quadrant for seven years, returned home with advanced technologies. The Federation diverted resources to help stabilize multiple governments impacted by the events of the Dominion War, including helping the Cardassians themselves, which led to some criticism from Federation members.
The Federation reignited its interests in exploration, but all of that changed when the the Romulan Senate was overthrown by a Reman military coup led by Shinzon through the use of thalaron weapons. After a brief conflict between Shinzon and Jean-Luc Picard of the Enterprise, peace was restored for a time. This would all change in 2381 when the Federation determined that the Romulan star was destabilizing and at risk of destruction. The Federation launched a relief effort to support what many considered to be their greatest enemy.
Starfleet's Romulan Relocation Effort launched multiple high-capacity transport vessels to evacuate Romulan worlds at risk from the supernova. This would come to a devastating close when the Federation was attacked on First Contact Day 2385. With Mars devastated in an attack launched by renegade androids, the Federation Council paused the relocation effort and outlawed artificial intelligence throughout the Federation. Abandoned, the Romulans were left on their own and the supernova event of 2387 decimated the Empire, killing billions and destroying many core worlds including Romulus and Remus.
Against orders, multiple Starfleet vessels entered former Romulan territory to offer support to the displaced Romulans, coming into conflict with the mining ship Narada - a vessel upgraded with Borg technology to defend the beaten Empire. After destroying a Klingon fleet it vanished in the black hole, created by Ambassador Spock to contain the supernova. The Klingon Empire invaded multiple Romulan Star Systems in the ensuing chaos, leading the Federation to criticize the Klingon's invasion of Romulan territory causing the relationship between the two powers to deteriorate.
With the Romulan Free State assuming control over the remains of the Empire, the Federation and the Free State would come into a brief period of open conflict in 2399 in what has become known as the Battle of Coppelius. Evidence was presented by retired Admiral Jean-Luc Picard showing that the Romulan Zhat Vash - an offshoot of the Tal'Shiar - had been behind the Attack on Mars in 2395, leading to the Federation reversing their ban on synthetic life.
In 2401 the United Federation of Planets was attacked by an alliance of the Borg Collective and renegade Changelings. The Changelings replaced key members of the Federation and Starfleet, deploying specialized Borg code to assimilate anyone under the age of 25 through genetic modification. Locating the command signal emanating from a Borg Cube in the atmosphere of Jupiter, the restored Enterprise-D was able to destroy the Borg flagship and free the assimilated conscripts.
In 2404 the Klingons invoked an ancient claim on the Hromi Cluster, demanding that all Federation assets, settlements and people be removed from the cluster within three months. Further, the Klingons informed the Federation that they were invoking ancient claims to the Archanis Sector, demanding that all Federation citizens must leave immediately. After their ultimatum elapsed, the Klingons invaded Korvat Colony in the Hromi Cluster and began to forcibly remove Federation civilians from planets in the cluster. Starfleet sends a fleet, establishing a blockade, and the Klingons retaliated by invading the Archanis Sector, a long-standing buffer between the Federation and the Klingons in 2406. Further conflicts would erupt in the war, including the Invasion of Cestus III by Klingon and Gorn forces in 2408.
In 2409 the Federation would find itself fighting wars on several fronts as the Romulan Free State entered the conflict and attempted an invasion of Vulcan. Starfleet forces, led by the Enterprise, were able to repel the Romulans; however, evidence was uncovered that renegade Changelings had adapted once more and were now allied with Species 8472 to destroy the Federation. Influencing the events of the Federation-Klingon War, the Changelings and Species 8472 launched an attack on both Earth and Qo'noS, leading the Federation and the Klingon Empire to sign the Third Khitomer Accords, declaring an armistice that ended hostilities between the two powers.
With the Klingon War over, the United Federation of Planets authorized Starfleet to launch exploratory missions once more and returned to an external exploratory focus not seen since the 23rd Century. Relations between the Federation and its neighbors remained heavily in flux during during this period though, with many periods of fighting occurring throughout the galaxy. Complicating matters was that, during this exploration period, it was discovered that many of Starfleet's designs had stagnated through the years of experience with familiar races and, often, Starfleet forces were outclassed by opponents that were encountered. This led Starfleet Command to assign increased resources to new technological development and the continued construction of smaller, specialized starships.
The Federation was heavily impacted by the Genesis Wave crisis in 2419 and the later return of the Borg Collective in 2427. Lasting for several years, the Federation and its allies were in direct conflict with the Borg Collective for almost the entirety of these years. If was only due to the machinations of Species 8472 that the Borg would request a cease fire from the Federation and a temporary alliance to investigate the threat from 8472. While the Federation and its Borg allies were able to overcome the threat, the Borg quickly returned to antagonism toward the Federation and were forced from the Alpha Quadrant. The damage was extensive, with many worlds destroyed both by the Borg and later Species 8472. Complicating matters was the rise of the Typhon Pact, a geopolitical rival to the United Federation of Planets and its allies following the devastating Borg invasion.
2435 saw devastation wrought throughout the Alpha and Beta Quadrants. The Vaadwaur Supremacy, long thought isolated to the Delta Quadrant, launched an attack upon the homeworlds of the Klingon Empire, Romulan Republic, and the United Federation of Planets. Subjected to a series of devastating raids upon their territories, evidence was uncovered that the Vaadwaur had located and were using an ancient Preserver relic known as the Foundry to supplement their forces. All Starfleet forces were recalled to Federation space to defend the region from attack, but Starfleet remained heavily outnumbered by the Supremacy. In time a combined Starfleet Task Force was able to locate and launch an assault upon the Foundry; however, the forces were heavily outgunned and quickly overwhelmed. Through the sacrificial efforts of the crew of the Starship Enterprise, the Vaadwaur threat was defeated at the expense of the Enterprise herself.
With the Vaadwaur threat defeated, the United Federation of Planets and Starfleet have entered into a new era of peace. Exploration missions of the galaxy have resumed, with Starfleet Command authorizing a new deep space exploratory assignment code named: Longshot.
Location
The territory of the United Federation of Planets Federation was located roughly 30,000 light-years from the core of the galaxy within the Orion Arm of the Milky Way Galaxy and on the border of the Alpha and Beta Quadrants. The Federation itself spans across 8,000 light-years and maintains 175 member planets, thousands of colonies and outposts, vast expanses of uninhabited space, and planets inhabited by pre-warp civilizations that have yet to make contact with the galaxy.Headquartered from its capital world Earth, those entering or living within Federation space are subject to the laws of the United Federation of Planets. Because of this, jurisdictional implications of travel through the region required citizens and guests to respect the Federation's laws, including the Prime Directive, and to submit to health and safety inspections routinely if traveling from planet to planet.
Structure
The United Federation of Planets is a representative republic with its capital located in Paris on Earth. Federation members maintain a high degree of local sovereignty over their own affairs, and a certain degree of autonomous interstellar diplomacy. Member worlds will often maintain their own local military forces for internal security and planetary defense and has over 175 members species.The Federation Charter, signed in the 22nd Century by founding members Andoria, Earth, Tellar Prime and Vulcan, and the Constitution of the United Federation of Planets setup the framework for the Federation government. As established by the Federation Charter, five principal organizations are central to the leadership of the Federation: the Federation Council (which incorporates the Security Council, the Economic and Social Council, and the Science Council), the Federation Secretariat, and the Federation Supreme Court. To assist with the operations of the Federation, a number of specialized agencies are also built into the structure of the organization to fulfill duties.
Within the structure of the United Federation of Planets all member worlds are considered to be equal to one another, with each world receiving a single vote on issues facing the Federation's government. Despite this, the Founding Worlds are the governments that established the Federation in 2161 and hold special distinction within the structure of the United Federation of Planets, holding permanent seats within the Federation Council and its Subcouncils. The Founding Worlds also have the power of veto, which enables any one of them to prevent the adoption of any "substantive" draft Council resolution, regardless of its level of support. In recent decades there have been proposals to reform the abilities of the Founding Worlds and to even expand the number of planets with this designation, but these proposals have all been met with fierce opposition.
Federation Council
The Federation Council is the primary deliberative assembly of the United Federation of Planets and is composed of Representatives from all of the Federation's member worlds. A unicameral legislature, the Federation Council meets annually at Federation Hall in San Francisco on Earth, but all members can be summoned for emergency sessions of the Federation Council. Serving as the legislative branch of the Federation, the Council is led by the Speaker of the Federation Council, who is selected from the membership of the Federation Council and has no limitation on the number of terms in which they may serve.It is the responsibility of the Federation Council to create, amend, and ratify Federation law. Councilors may make recommendations on any matter within the scope of the Federation Council, except for issues related to peace and security that are under consideration by the Security Council. The Council also held some influence over the making of Federation foreign policy. Despite each government potentially having multiple representatives on the Federation Council, each world has one vote on matters before the Federation Council with a two-thirds majority being required to ratify a decision related to peace and security, admission of new members, and resource matters. All other proposals require a simple majority vote from the Federation Councilors present.
Each Member World of the Federation has the ability to send up to five representatives to represent their world on the Federation Council, with the highest ranked representative serving as the government's official Ambassador to the Federation and speaker. While appointment to the Federation Council is considered to be a great honor, the Federation Charter does not specify the manner by which a member government will select is Councilors, nor does it specify term limits. While they are still citizens of their homeworlds, each Councilor is expected to maintain a residence on Earth during voting sessions.
While Starfleet falls under the jurisdiction of the Secretariat, the Federation Council has some influence over the operations of the Federation's military and humanitarian service. On occasion, the Federation Council would order direct operational orders to Starfleet to complete specific objectives of interest to the Council and, at times, the Council would render the verdict for specially-convened courts-martial.
Federation Economic and Social Council
The Economic and Social Council of the Federation assists the Federation Council in promoting intergalactic economic and social cooperation and development. Established to serve as the Federation's primary forum for intergalactic issues, the Economic and Social Council is the largest and most complex body in the Federation Council. With its work carried out primarily by subsidiary bodies focused on a wide variety of topics, the functions of the Economic and Social Council include gathering data, conducting studies, and advising and making recommendations to member worlds. Consisting of 30 members, which are elected during the annual session of the Federation Council, one third of members are elected for staggered six-year terms with outgoing members eligible for immediate re-election. The Federation Economic and Social Council is led by the Secretary of Commerce.
Federation Educational, Scientific, and Cultural Council
Created following the merging of three individual organizations after the Attack on Mars in 2385, the Federation Educational, Scientific, and Cultural Council promotes peace and security through cooperation in education, arts, sciences and culture. It pursues these objectives through five major program areas: education, natural sciences, social sciences, culture and communication. As an outgrowth of its earlier role as the Federation Science Council, the Federation Educational, Scientific, and Cultural Council often is tasked with advising the Federation Council and the Secretariat on scientific and technical questions and oversees research initiatives throughout the Federation. Led by the Secretary of Science and Technology, the Council comprises fifteen member worlds: four permanent members (the Andorian Empire, the Confederacy of Vulcan, United Earth, and the United Planets of Tellar) holding veto power over Council resolutions and eleven non-permanent members.
Federation Security Council
The Federation Security Council is responsible for maintaining peace and security among Federation Member Worlds and has the authority to make binding decisions that members have agreed to carry out known as United Federation of Planets Security Council resolutions. Under the Federation Charter, the Security Council is made up of fifteen member worlds: four permanent members (the Andorian Empire, the Confederacy of Vulcan, United Earth, and the United Planets of Tellar) and eleven non-permanent members. The four permanent members hold veto power over resolutions of the Security Council, allowing a permanent member to block adoption of a resolution, though not debate. The temporary seats are staggered and are held for two-year terms, with members elected each year by the Federation Council. The Secretary of Defense, who also leads the Security Council, is selected from the temporary membership.
Federation Court of Justice
The Federation Court of Justice is the judicial branch of the United Federation of Planets. Consisting of a hierarchy of courts with the Federation Supreme Court at its apex, the Federation Court of Justice was overseen by the Chief Justice.The primary responsibility of the Federation Court's was adjudicating disputes among Federation worlds, but the court could also be called to provide advisory opinions on matters of interstellar law. The Federation Court of Justice heard testimony as part of its decision making process, with panels of citizens known as juries rendering a decision except for in situations where a decision by a Judge in petitioned. All Federation members are parties to the Federation Court of Justice's Statutes, which forms an integral part of the Federation Charter, and non-members may also become parties. Any rulings are binding upon parties and, along with its advisory opinions, serve as sources of Federation's interstellar law.
Important Note: Alongside the civilian courts, Starfleet has its own system of justice through the Judge Advocate General's Office.
Federation Secretariat
The Federation Secretariat is the Executive Branch of the Federation government and is responsible for the day-to-day duties required to operate and maintain the United Federation of Planets and its affairs. The Secretariat is led by an elected President and is composed of millions of civil servants serving on worlds throughout the Federation. The primary headquarters for the Federation Secretariat, and the Office of the Federation President and their Cabinet, is Empyrean House at the Palais de la Concorde in Paris on Earth.The Federation President is the leader and the spokesperson for the Federation, serving as the head of state and the head of government. The responsibilities of the position are defined in the Federation Charter and gives the President broad authority to address the Federation's foreign policy, manage budgetary concerns, and to serve as supreme commander of the Federation's military. The President can bring to the Federation Council's attention item that impacts the functions of the Federation and has evolved over time into the dual role of administrator of the Federation and as a diplomat to address disputes between Federation members.
Candidates for the role of Federation President are from within the Federation Council, with any Federation Councilor being eligible for nomination for the position. Recently, representatives from the Founding Worlds are not nominated for the position of Federation President as it would increase their concentration of power in the operations of the Federation; however, that does not mean a founding world could not be proposed as a candidate. Once candidates are selected, the citizens of the Federation vote for the Federation President in an open election. There is no limit on the number of terms a Federation President may serve; however, no one may hold the office for more than three consecutive terms. The President may return to Office after sitting out a single six year term.
Federation Diplomatic Corps
The Federation Diplomatic Corps is responsible for executive the foreign policy initiatives of the United Federation of Planets and maintaining relations with neighboring governments. Serving at the pleasure of the Federation President, the Diplomatic Corps primary duties are advising the President on interstellar relations, administering diplomatic missions, negotiating international treaties and agreements, protecting citizens abroad, and representing the Federation's interests.The Diplomatic Corps is led by the Secretary of Foreign Affairs who serves as the Federation's chief diplomat and representative within the galactic community when the President is unavailable. The Secretary of Foreign Affairs also oversees the personnel making up the Diplomatic Corps, who serve with the Federation's diplomatic missions throughout the galaxy, including embassies, consulates, and other facilities. Because of their importance in the Federation's view amongst its neighbors and prospective members, many members of the Diplomatic Corps view themselves as the civilian equivalent of Starfleet.
Federation Security Agency
The Federation Security Agency is the primary law enforcement agency in the United Federation of Planets and serves as the Federation's domestic intelligence and security service. Responsible for criminal investigations and police activity, the FSA collected and correlated political, military and social information on foreign governments, with its personnel acting in information processing roles as well as counter-intelligence duties. Despite its domestic focus, Federation Security maintains an interstellar footprint and employs attaches at Federation Embassies and Consulates for the purpose of coordinating with foreign security services, but they do not usually conduct operations in the host countries. The Federation Security Agency also employs an elite division known as the Protection Detail, which was responsible for the safety of the President of the United Federation of Planets.
Federation Membership
By design all the galaxy's undisputed independent worlds are eligible for membership in the United Federation of Planets. Admittance into the Federation can be granted either by invitation or through a world petitioning to voluntarily join the Federation, but a petition to join was only ratified upon a world meeting certain requirements and conditions satisfactorily. The requirements that a prospective member had to meet include:
- It had to have an "advanced level of technology," including the capability for faster-than-light space travel.
- Its government had to have achieved stable planetary political unity, demonstrating a resolution of social and political differences and a respect of the rights of the individual.
- The world must protect the fundamental rights of its citizens, with no members of its citizenry oppressed nor any form of caste discrimination practiced.
Every applicant for Federation Membership had to go through the same admittance process, which included a specific timetable that started with the government of the prospective member submitting an official petition for membership to the Federation Council to justify their membership. Following review of the petition, a lengthy, thorough investigation of the prospective member's culture followed to determine whether or not the culture genuinely shared in the values of the Federation. Once the investigation was completed, which could take years of evaluation, an official report was submitted and reviewed by the Federation Council and voted on for ratification of membership for the new member world, with a two-thirds vote being required to extend formal membership upon a government.
Once membership is approved, each member experiences the same benefits as one another. All governments receive representation on the Federation Council under Article 9 and have the ability to issue an equal vote on matters before the Council. Members receive both economic and legal support to further their own ideals, as well as diplomatic assistance to help mediate between different worlds. Perhaps the most important benefit is that member worlds receive defensive aid from the Federation's Starfleet, with the Federation Council placing emphasis on defending its member planets as a priority. In turn, member worlds offer mutual support to other Federation worlds and help to supply personnel support to the Federation's operations, including Starfleet.
Despite the lengthy process to attain membership, individual groups or entire worlds could give up their status as Federation citizens; however, an unconditional and immediate withdrawal was not possible, with the exit procedure being almost as lengthy a process as initiation as certain requirements had to be met before withdrawal was approved. This policy was implemented in an effort to prevent worlds from threatening secession as a method of achieving a particular aim, as when 14 member species threatened to secede in opposition to the Federation's plan to assist in the evacuation of the Romulan Star Empire during the Romulan Supernova Crisis.
Commerce
The worlds of the United Federation of Planets had entered into a post-scarcity economy in which material needs and money no longer existed. Most citizens and planets within the Federation were no longer obsessed with the accumulation of things or the acquisition of wealth, effectively eliminating hunger and want and the need for possessions with the challenge and driving force for many being self-improvement, self-enrichment, and the betterment of all. Despite this, Federation citizens were not restricted from engaging in capitalism, trade, or business with the Federation itself engaging in trade with friendly powers and organizations.
Culture
The culture of the United Federation of Planets is centered on diversity, with its member worlds and species united by ideals of liberty, equality, peaceful cooperation, respect, tolerance, and self-determination. It is a democratic, multicultural society that upholds individual rights and respects local customs, with the Federation’s government focusing on diplomacy, internal security, and ensuring that the shared values of its member worlds are upheld. While there is an official Federation language, there is no official Federation religion, with members worlds being free to practice their own religious and philosophical beliefs under the Guarantees contained in the Charter of the United Federation of Planets.The Federation culture emphasizes self-improvement and rational, compassionate decision-making; however, the Federation is not without its criticisms. Often, the Federation feels paternalistic to non-member cultures with some viewing the Federation as its laws and policies prioritize a "greater good" that can infringe on the autonomy of its member planets and species, even if its intentions are to protect and uplift them. This is seen through its strict membership requirements, such as the need for faster-than-light travel and a unified government, which are designed to ensure members meet a certain standard.
There are also concerns from some races, including member worlds, that the Federation is too focused on the Core Worlds of the Federation, specifically the Founding Worlds and United Earth in particular. This is due to a combination of historical, political, and logistical factors as the Founding Worlds spearheaded the Federation's development, with Earth becoming its political capital and the headquarters for Starfleet after humanity's efforts in uniting the Founding Worlds against the Romulan Star Empire. While each of the Founding Worlds brought factors into the development of the Federation, Humanity mediated between the other Founding Worlds and many of the Federation's institutions were shaped by United Earth during its formation. Additionally, Earth's decision to disband its military and place it under joint Federation control solidified its commitment to the new organization, further entrenching its importance.
Exploration and Defense
Starfleet is the deep-space exploratory and defensive service maintained by the United Federation of Planets. While initially envisioned as an exploratory peacekeeping and humanitarian armada, following the Attack on Mars in 2385 the organization was officially reclassified by Federation Council Resolution as the Federation's military organization. Despite changes in the orientation and operation of the Federation in the 25th Century, Starfleet has maintained its distinction as the Federation's military branch.Principally, Starfleet is tasked with the advancement of Federation knowledge about the galaxy, enhancing the Federation's knowledge of science and technology, and defending the Federation from harm. In its exploratory role, Starfleet plays a significant diplomatic role as its personnel frequently come into contact with cultures and sentient species whose existences were previously unknown to the Federation. Often, Starfleet Officers act as official representatives of the Federation because of this and frequently transport ambassadors on diplomatic missions.
