In the Gamma Quadrant, justice is traded like currency—and murder carries the highest price tag.

After a grueling deployment in deep space, the weary crew of the Enterprise arrives at the bustling world of Karemma for a well-deserved shore leave. Eager to swap starship corridors for the vibrant trade plazas and rich culture of Kecemen, relaxation is finally within their grasp.

But peace is a rare commodity.

The crew's leave is shattered by a clandestine plea from a whistleblower aboard the U.S.S. John Kelly, an armored diplomatic envoy docked overhead. An Andorian Starfleet attaché—Lieutenant Commander Tharl ch'Rhirhr—has been secretly arrested for the brutal murder of a prominent Dosi merchant patriarch. Desperate to protect a fragile new trade treaty, the John Kelly’s hyper-calculating Zakdorn captain has locked down the investigation, intent on letting Tharl take the fall to keep the peace.

Bound by Starfleet principles and facing a ticking clock, the crew of the Enterprise is thrust into The Grand Arbitration—a high-stakes Karemma judicial negotiation where claims, counter-charges, and evidence are traded like commodities. To save Tharl from lifetime penal servitude, they must out-haggle aggressive prosecution magnates, dodge black-market informants, and bypass a master strategist's cover-up.

Yet as the crew digs beneath the surface of the trade empire, they uncover a web of deception that threatens to shatter the peace—and test the ultimate cost of Federation justice.
